HEADQUARTERS is the space for artistic freedom, freedom of speech, responsible conduct and new interaction. Our full name is “the headquarters of people who care”. HEADQUARTERS is created for generation of groups of an idea-focused like-minded persons, project evaluation, involvement of citizens, as well as for making group decisions. A meeting can be arranged while having lunch at the Vecherom Stulya cafe, buying gifts with “Artefacts” brand printing and exchanging books. Book exchange is the largest in our town.

There is a need for a resource platform for cooperation of city enthusiasts, general coordination, and the generation of ideas.

WHAT HAS BEEN DONE IN THE CURRENT YEAR?

HEADQUARTERS is the integration point of the activists of the project Rachevskaya Initiative and the implementer of the History of Smolyani and their houses project.

FINANCIAL STABILITY MODEL

The model consists of the following:

• hall subleasing,

• ticket sale.

DIRECT RESULTS FOR THE CURRENT YEAR

Cafes radically changed their menus, changed their teams. More books are now in sale — we achieved the position of 200 titles.

SOCIAL EFFECTS ACHIEVED IN THE CURRENT YEAR

We changed our attitude to small town rivers, developed a concept of public garden improvement behind the Oktyabr cinema, demonstrated that the town consists of people.

The objective of the Vesta social project is rehabilitation, socialization and abilitation of disabled persons of juvenile age by arranging leisure, recreation and rehabilitation of special people, assistance in self-fulfillment and making a proactive strategy, improvement of social security. The focus of all works of the Center is to help young people with health restrains so that they would not feel alone and away from life. They have an opportunity to be in a cosy and comfortable homelike environment during the day, talk to each other, exercise, walk in fresh air, eat tasty food, and attend cultural events.

Effectiveness criteria:

A) reduced number of disability cases from childhood and in the course of life;

B) strengthening of material and technical base for rehabilitation and intervention programmes;

C) advanced training of employees in the field of social services for disabled people;

D) a positive trend on the “rehabilitation and employment of disabled people” indicator compared to the previous year;

E) a positive trend on the “satisfaction with cultural and leisure activities" indicator.

PROBLEM TO BE ADDRESSED

A person with a mental impairment and their family members are usually left alone with their problems upon reaching the age of majority. The lack of socialization, limited mobility, limited access to cultural, recreational and sports facilities, difficulties in social communication — all this affects their lives, creates psychological issues and causes a desperate situation. The inability to solve numerous daily problems, including issues of employment, without the support of a tutor eliminates a disabled person’s life prospects.

SOLUTIONS USED

The creation of the center allowed to settle emphasized problems partially and relieve their severity: development of communication skills; participation in cultural and sports events which allow to be involved in public life and take full part in it, thus creating a tolerant, adequate attitude to impaired people in the society, development of a sense of belonging; social and household rehabilitation in a specially created model of a living module, thus allowing to generate and develop social and household skills; relief of psychological tension; normalization of mental state with the help of systemic work of a psychologist:
